India engaged in strategic encirclement of Balochistan


It was a revealing two-day visit to this new port city, which was arranged by ISPR for media persons basically to cover a function at the Gwadar Institute of Technology, a joint venture of Balochistan Government and Pakistan Army. The stooge Chief Minister Nawab Aslam Khan Raisani and General Kayani addressed the function. It was a rare occasion with all respects. The extempore remarks made by Army Chief in the middle of his speech were apparently overwhelmingly emotional in its tone and tenure but in substance the message was clear in its entirety.

It was a public speech in which General Kayani had to go extempore emphasising the need for national unity that only could make Pakistan the most secured country in the world with all respects, strengthen Pakistan Army and promote prosperity. Taking advantage of the opportunity, the Army Chief referred to the fate of huge military set up of former Soviet Union; making his message for all and sundry loud and clear that public support was the lone element that factors in strengthening any Army. “Pakistan Army has scrapped its plans for establishing three more cantonments in Balochistan. And the last battalion of Pakistan Army will be withdrawn from Sui within next two months”, General Kayani told the audience. He went on saying that from now onwards the Frontier Corps (FC) would take the responsibility and discharge its duty on the directives of the provincial government, while Pakistan Army would focus only on the economic development in the province.

These extempore remarks clearly suggested that the Army Chief had given serious thoughts before making them public. By announcing withdrawal of army troops from Sui, he has brought to the end the controversy that Army was in any manner engaged in any undeclared military operation in the restive province where India was already supporting a low intensity insurgency. With this move Pakistan Army has finally shifted responsibility of maintaining law and order to the provincial government and to help create conducive conditions for the PPP-led stooge coalition to open doors for talks with those Baloch leaders involved in fanning militancy. Simultaneously, Gen Kayani has unveiled plans to give due representation to Balochs in Army by inducting 18,000 soldiers by 2012, which is a process initiated by Pakistan Army as a long term measure to bring Balochs in the fold of national security gamut. Nevertheless, background interviews and discussions with senior provincial govt functionaries and military revealed a bigger game plan of some anti-Pakistan entities.

Army will pull out from Sui, Gawadar in next 2 months

Chief of the Army Staff (COAS) General Ashfaq Parvez Kayani said on Monday that the Army would be withdrawn from Sui and Gwadar in the next two months, and in future no operation will take place in Balochistan without the permission of the provincial government. During an address at the inauguration of Government Institute of Technology set up for vocational training of the local youth in Gwadar, General Kayani said the Army has been protecting the people in Balochistan. He said efforts are being made to bring Balochistan into the national mainstream. In this regard, he said that 5,000 Baloch youth will join the Pakistan Army later this month. The COAS also said that the Pakistan Army has been playing a positive role in the country’s economic stability as well. He said the country is facing internal threats and pointed out that countries break up due to internal threats. He said the people and the Army will have to jointly defend the country and strengthen defence through cooperation.

He said after the withdrawal of the Army, Sui and Gwadar would be handed over to the Frontier Constabulary and in future the Army would not take part in operations in these areas. General Kayani said a strong army is possible when the people are strong and prosperous. He announced that Army Medical College would soon be established in Gwadar. He said the Army would assist the Baloch people in the development process of the province. He said the Army is playing its role to remove the sense of deprivation amongst the Baloch nationals. He said the Soviet Union’s example tells how internal rifts break up a country. “It was a major power but when it lost its public support, it got dismembered,” he said. The COAS said only public strength can strengthen the Army. “We all are equally responsible for defending our motherland.” The COAS reiterated that the Army would be bound to the orders of the provincial government with respect to operations in Balochistan. He said “we want to see Pakistan safe and strong. The Army is guarantee of the country’s defence. However, national unity is inevitable for making country’s defence impregnable. A strong army is not enough for country’s defence as everyone would have to play the due role”.

436 people killed in Karachi target killings so far this year courtesy ANP, MQM

At least 436 people have been killed in the first quarter of this year as a result of ongoing wave of target killings in Karachi, official sources said. An official source demanding anonymity told a foreign news agency from Karachi on Saturday that 436 people had been reportedly killed during the first three months of 2011 as the result of armed clashes among different ethnic, political and mafia groups in the city. Day to day count showed that such incidents, only in the month of March, claimed over 190 lives in the city. But Karachi police surprisingly, hiding the original figures, estimated the counting of killed persons at only 109 from January to March. Locals say that MQM and ANP are behind most of these attacks in Karachi and they have made common citizens' lives a living hell in pursue of their agenda of high treason in which they want to spread hatred amongst Balochis and Urdu speaking locals of Karachi on the basis of Language and thereby, helping in separation of Balochistan from Pakistan, which is the agenda of CIA backed BLA. The bigger purpose of this game is to try and separate Pakistan's largest and richest (in terms of minerals, natural resources, gold mines etc) province from Pakistan so that USZ vultures can benefit from it through their puppets like Brahmdagh Bugti.

Supreme Court blasts Government's criminal silence over Balochistan's critical situation


The Supreme Court on Friday observed that there was complete breakdown in the largest province of the country, as even the convoys of Balochistan Governor, Chief Secretary and IGP were fired upon, while the lives of ordinary citizens were not safe. "The provincial government under the Constitution is bound to maintain law and order and at the same time the Federal government cannot stay back from its responsibilities particularly in prevailing situation of Balochistan", it added. A three-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry and comprising Justice Muhammad Sair Ali and Justice Ghulam Rabbani was hearing a Constitutional petition of President Balochistan High Court Bar Association (BHCBA) against the Federation and the law-enforcement agencies. The Federal government was aware of the situation in Balochistan but has not taken concrete steps, the bench observed.

President BHCBA Hadi Shakeel Ahmed has made Inspector General Police (IGP), Balochistan, IGs Frontier Corps Balochistan and Levies, heads of three top intelligence agencies, Federal government through Ministry of Interior and provincial government through Chief Secretary and Home Secretary as respondents. The court noted with grave concern that the Federal government has so far not even filed report over the worsening law and order situation in the province. Attorney General Maulvi Anwar-ul-Haq has been directed to take up the matter directly with the Prime Minister and put up his reaction on the record. The Federal and the provincial governments have been directed to protect the life and properties of citizens in Balochistan. "Notices were again issued to Federation through Secretary Ministry of Interior, IGs FC and Levies and DG Military Intelligence as they failed to submit their replies". The court ordered them to file their replies within three days.

The Chief Justice said there were 110 cases of missing persons and the target killings were going on in the province. Balochistan is a sensitive province but nobody was bothered, he said. Justice Sair Ali remarked that there seem to be no writ of government and total erosion of power in Balochistan. The law-enforcement agencies seem to be helpless. He said according to Balochistan government report the IGP and Home Secretary Balochistan themselves have written;"We can’t do anything because we are helpless". Justice Rabbani said: "The situation in Balochistan has become very serious and it could spread all over the country". The time has come to deal with the matter with iron hand, as mere issuance of statements and producing reports before the courts was not enough, he added.

Earlier, Hadi Shakeel, the petitioner in the case, informed that nobody including officials of law-enforcement agencies, Railway tracks, roads, bridges were safe in the province. He said the provincial Governor, Chief Secretary and Inspector General Police were fired upon. There was unrest among the legal fraternity as within last three days three lawyers Agha Zahid, Saleem Akhtar and Tahir were kidnapped. He said around 5,000 persons were missing. Amanullah Kunrani told that the Senators and MNAs have stopped visiting their constituencies. He said DCO Jhal Magsi was kidnapped and later murdered. He said time has come that even traffic police were not feeling safe ,therefore, they were not doing their duties. Additional Advocate General Azam Khattak informed that so many agencies besides the intelligence were operating in the province, adding, there were some elements that bent upon destroying peace of Balochistan. The hearing was adjourned till March 2, 2011.
